A Framework for Assessing of the Impact of Capacity Building AgEcon

Capacity building is widely recognised as an important component of most research-for-development activities. However despite the fact that around $15 billion is spent annually on capacity building activities, there has been limited assessment of the economic returns to that investment. In recent years, the Impact Assessment Program of the Australian Centre for International Agricultural Research has turned its attention to quantifying the benefits from capacity-building. This paper sets out a framework for assessing of the impact of capacity building and presents four case studies. It does not purport to be a definitive paper by any means. Aerobic Rice: Benefits without going to the Gym? AgEcon

Rice, a staple food for over 70% of Asians, is also the single biggest user of water, requiring 2‐3 times more water per unit of grain produced than crops such as wheat and maize. With growing populations, increased urbanisation and environmental degradation, the supply of fresh water is depleting. Recognising the water constraints to rice yield, the aim of the project entitled ‘Developing a System of Temperate and Tropical Aerobic Rice (STAR) in Asia’ was to develop water‐efficient aerobic rice technologies. This paper highlights the success of that project.

Measuring the Impact of Staple Strength-Enhancing Technologies on Australian Wool Producer Profits: A Duality-Based Approach AgEcon

Wool tenderness is a significant problem in Australia, especially in areas where sheep graze under highly seasonal conditions. In this study, a duality-based modeling framework is implemented to assess the economic impact of staple strength-enhancing research on the profits of Australian woolgrowers. Within this framework, a normalized quadratic profit function is specified and estimated. The model is based on a number of fundamental characteristics of the Australian wool industry and the staple-strength enhancing technology being assessed. Research Evaluation to Increase Impact AgEcon

Research evaluation, undertaken throughout the life of the research activity, is an important tool for research managers. When correctly implemented, research evaluation can help to increase the success of existing and future research projects and programs, thereby increasing the social, economic and/or environmental impact of the research. The relationship between the life-cycle of the research project and the type of evaluation determines the appropriate type of evaluation to be undertaken. Given the value of research evaluation, and the recent development of user-friendly evaluation procedures and models, management of a R&D portfolio can benefit from increased evaluation effort at the project, program and organisational levels.

Three Reductions, Three Gains (3R3G) Technology in South Vietnam: Searching for Evidence of Economic Impact AgEcon

The aim of the “Three Reductions, Three Gains” (3R3G) project is to reduce production costs, improve farmers’ health, and protect the environment in irrigated rice production in Vietnam through the reduced use of seeds, nitrogen fertilizer, and pesticides. It was developed by the International Rice Research Institute and introduced to farmers in South Vietnam by the Ministry of Agriculture and Rural Development in early 2000 through traditional extension work and mass media. Farm survey data provide evidence of adoption of 3R3G primarily in terms of lowering seed rates. The resultant changes in the farm production/cost structure and farmer profits are measured.
